PROBLEM TO BE SOLVED: To cover an external concrete wall with an air-permeable heat-insulating composite panel which employs a thin rigid plate as an external facing substrate material in such a manner as to prevent the separation and come-off of the external facing substrate material. SOLUTION: The air-permeable heat-insulating composite panel 1 in which the external facing substrate material 2A as the thin rigid plate is attached in a layered state to a heat insulating layer 2C via a vent layer G is arranged on the external concrete wall in such a manner that a lower end of the external wall, a horizontal joint and an upper end of the external wall are put into the opened form of the vent layer G so as not to make an air space difference between the inside (vent layer) and the outside of the composite panel 1; and negative pressure applied on the external facing substrate material 2A is suppressed.
