<p><P>PROBLEM TO BE SOLVED: To recycle fine powder by-produced when regenerated aggregate is produced from waste concrete as a part of a cement raw material. <P>SOLUTION: A trace amount of waste concrete fine powder which hardly comprises calcium hydroxide is added to cement clinker. At this time, the waste concrete fine powder is preferably the one in which carbonation is progressed. Further, regarding the addition ratio of the waste concrete fine powder, preferably, it is added by≤5% in a mass substitution ratio to the cement clinker.
