PROBLEM TO BE SOLVED: To provide a fuel cell that inhibits a power generation reaction in a high temperature region of a fuel cell and is advantageous for reducing a temperature in the high temperature region, and to provide a fuel cell device.

SOLUTION: The fuel cell 10 includes: an anode 11 supplied with anode fluid; a cathode 12 supplied with cathode fluid; and a solid-oxide electrolyte layer 15 sandwiched between the anode 11 and the cathode 12. The fuel cell 10 shows a temperature distribution having a high temperature region 10h that becomes a relatively higher temperature state than the other regions in the fuel cell when subjected to heat-generation operation. The high temperature region 10h has a reaction inhibiting part in order to further inhibit a power generation reaction than the other regions.
