<P>PROBLEM TO BE SOLVED: To provide a variable heat and power structure wherein a thermoelectric device is installed on a housing of a building to prevent water leakage of the building and to insulate the building from heat and that can generate electric energy and thermal energy. <P>SOLUTION: A variable heat and power structure has a thermoelectric device, a pipe line, and support bodies. The thermoelectric device has a box body, a solar panel, a heat conduction layer, a heat insulation layer, and a filling chamber. The solar panel is provided on the top edge of the box body, the heat conduction layer is provided inside the box body, and the heat insulation layer is provided below the heat conduction layer to prevent a loss of heat energy. The filling chamber is provided above the heat conduction layer and is filled with carbon dioxide. The pipe line is provided above the heat conduction layer to carry water to be heated.
