PROBLEM TO BE SOLVED: To provide a device capable of renovating or exchanging piping and electrical cables inside without breaking a concrete wall of a building, and capable of manufacturing a hollow block with a vertical slit at low cost by forming the vertical slit capable of inserting reinforcing steel, piping and cables in a hollow side wall of a common hollow block, and to provide a manufacturing method thereof. SOLUTION: The piping for water/gas and the electrical cables are inserted through the vertical slit of the hollow block with the vertical slit and stored in the hollow, so that the piping and the cables can be protected by being easily stored in the hollow block. The vertical slit is narrower than the hollow, so that the piping and the cables in the hollow are hardly visible from the outside while there is no possibility of being easily disengaged. In addition, the piping and the cables inside can be inspected and repaired and easily exchanged through the vertical slit, and thus, there is no necessity to break the concrete wall.
