PROBLEM TO BE SOLVED: To provide a packaging material from which gel hardly protrudes by an impact and pressure after filling a water-swelling and water-absorbing resin into a bag and swelling the resin with feed water, and a bag for a sandbag and a sandbag using the packaging material. SOLUTION: The packaging material for a water-swelling and water-absorbing resin is formed by superposing a non-woven fabric on a cloth or film and integrating them by needle punching and/or sewing. The fabric or film is formed of a polyolefin resin, and the non-woven fabric is felt. The bag for a sandbag is formed of the packaging material.
