PROBLEM TO BE SOLVED: To provide a technology to send running conditions that is effective for preventing collision. SOLUTION: An obtaining section 62 measures position data of a vehicle. A setting section 304 sets a route up to the target position from the starting position in the map information corresponding to the measured position information. An identifying section 306 identifies the road to which the vehicle should run in the case where the vehicle will run in future into an intersection in the preset route. A generating section 64 generates a packet signal to store the identified route as running direction data and also store the measured position data in this packet signal.
