PROBLEM TO BE SOLVED: To control an actual flow rate to be closer to the ideal one by a simple constitution, and to reduced a size and cost of a device. SOLUTION: An ink viscosity controlling apparatus 24 is equipped with: flow passages 110; heaters 58 for heating liquids flowing in the passages 110 at predetermined heating points P; temperature sensors 62 arranged at temperature detecting points Q positioned downstream of the flow passages 110 from the heating points P, and detecting temperatures of the liquids when the liquids heated by the heaters 58 reach the temperature detecting points Q; a flow rate measuring apparatus 22 for measuring flow rates of the liquids flowing in the flow passages 110 by using outputs of the temperature sensors 62: and a heater controlling apparatus 22 for controlling outputs of the heaters 58 so that the measured flow rates measured by the flow rate measuring apparatus 22 become closer to the ideal ones to discharge the liquids from nozzles 68.
