PROBLEM TO BE SOLVED: To support determination of a switching state based on a measuring result of an electric point machine. SOLUTION: A stroke period for switching operation of an operating rod is estimated based on motor current I measured during switching operation of the electric point machine. Then, as state index values of the switching operation, average values and maximum values of motor voltage V and motor current and an average value and a maximum value of load torque T during the stroke period are calculated.
