<P>PROBLEM TO BE SOLVED: To provide a paper reversing device bookbinding a high-quality booklet by reversing a plurality of paper sheets at once or by reversing a plurality of temporarily bonded paper sheets in booklet units. <P>SOLUTION: In this paper reversing device, the paper sheets can be effectively reversed without having disturbance in alignment of a paper sheet end when a plurality of the paper sheets are reversed or the temporarily bonded paper sheets are reversed in the booklet units. A reversing roller 30 and a reversing belt 32 fitted to an outer peripheral surface of the reversing roller 30 are provided on one end side of a width direction of the paper sheet perpendicular to a paper carrying direction. One end of the width direction of the paper sheet P is held between the outer peripheral surface of the reversing roller 30 and the reversing belt 32, and is turned around the reversing roller in a cantilever state, and the paper sheet is reversed upside down.
