PROBLEM TO BE SOLVED: To provide an image forming apparatus which stably supplies an image of high quality free of image defects due to leak, for a long period of time, by preventing dielectric breakdown of a photosensitive layer due to the leak when bringing a charging member into contact with a photoreceptor to charge the photoreceptor, and also to provide an image forming method using the same. SOLUTION: An image forming apparatus is equipped with at least: an electrophotographic photoreceptor: a charging means; an exposure means; a developing means; a transfer means; a fixing means; a cleaning means; and a charge removing means. The electrophotographic photoreceptor has an intermediate layer between a conductive support and the photosensitive layer. The intermediate layer is formed by thermal curing of an intermediate layer coating liquid which includes: a block isocyanate compound; a resin having an active hydrogen-containing group capable of reacting with an isocyanate group in the block isocyanate compound; inorganic oxide fine particles; and an aqueous medium, and also includes the isocyanate group at a mol ratio of 0.5 to 1.5 to the active hydrogen-containing group in the block isocyanate compound. The charging means employs a contact charging system wherein the charging member is brought into contact with the electrophotographic photoreceptor to charge the electrophotographic photoreceptor.
