PROBLEM TO BE SOLVED: To provide a method of manufacturing a hinge capable of easily and reliably assembling each member in a tube part after welding a short plug to one end of the tube part, and also provide an earthquake resistant hinge. SOLUTION: A locking grooves 10 are provided with blade plates 3, 4. A lower blade 1 and an upper blade 2 are provided to form tube parts 5, 6 by the side end edges are rounded so that the locking grooves 10 are positioned inside. Next, plugs 7 are welded 8 to one ends of the tube parts 5, 6, respectively, to close the one ends. Then, compression coiled springs 16 are inserted into the tube parts 5, 6, respectively. A retaining ring 17 is fitted to a shaft 11, and pushed into the tube part 5 together with the shaft 11 while compressing the retaining ring in the radial direction of the shaft. When the retaining ring 17 advances to a position corresponding to the locking groove 10, the retaining ring 17 is expanded at that position, and fitted to the locking groove 10.
