<P>PROBLEM TO BE SOLVED: To enable the confirmation of slow release of a capsule and provide a plan for accurately inspecting the quality of filter rods with capsules which should contain a liquid filler. <P>SOLUTION: The quality of the filter rods with capsules containing the liquid filler is inspected by transporting the filter rod to connecting conduction pipes 1, 23, 24. An apparatus for inspecting the filter rods with capsules containing the liquid filler (quality inspection apparatus) is provided. The quality inspection apparatus provided with one filter rod-transporting device 17, 17', 22-26 and transporting filter rods from a delivery station 22 to reception stations 17, 17' in the longitudinal axial direction through the connecting conduction pipes 23, 24 is used. The quality of filter rod is tested using micro waves.
