<p><P>PROBLEM TO BE SOLVED: To provide a method of insolubilizing harmful substances, capable of preventing the harmful substances such as fluorine or heavy metals from eluting to an environment and making them harmless by efficiently insolubilizing the harmful substances such as fluorine or heavy metals by a simple process. <P>SOLUTION: In the method of insolubilizing the harmful substance, a cerium compound and a calcium compound are added to a treatment object including the harmful substance and precipitation including the harmful substance is generated.
