PROBLEM TO BE SOLVED: To provide a rubber composition improving on-ice performance without degrading wet steering stability and dry steering stability, and a tire for winter using the same. SOLUTION: A rubber matrix includes a high molecular weight modified diene polymer (C) having a weight average molecular weight before modification of more than 15×10<SP>4</SP>and not more than 200×10<SP>4</SP>obtained by reacting an organometallic active terminus having a nucleophilic reactivity of a high molecular weight conjugated diene polymer (A-1) with a modifying agent (B) comprising a silane compound represented by the general formula (1) and/or a partial condensate thereof. The rubber composition includes, based on 100 pts.mass of the rubber matrix, 5 to 50 pts.mass of a low molecular weight modified conjugate diene polymer (D), wherein a weight-average molecular weight of the low molecular weight conjugated diene polymer before modification (A-2) is 2×10<SP>3</SP>to 15×10<SP>4</SP>; and 20 to 200 pts.mass of a reinforcing filler (E); and the rubber composition includes air bubbles in an amount of 5 to 50 vol.% as a bubble fraction in the rubber matrix after vulcanization.
