PROBLEM TO BE SOLVED: To suppress the generation of noise by suppressing pressure fluctuation due to a belt-taking-in/out-passage on the assumption of a structure taking a fan belt in/out by the belt-taking-in/out-passage. SOLUTION: In a fan ring disposed over the whole circumference at the outer circumference of a cooling fan 3 of a heat exchanger cooling device under a condition where the clearance with blades 3a of the fan 3 is maintained, the belt-taking-in/out-passage 22 is disposed at the inner circumference side of a circumference direction part of the fan ring 21 made of plate material over the back surface side and the front surface side of the fan ring as a recessed part inclined with respect to an axial center of the fan shaft 5.
