PROBLEM TO BE SOLVED: To reduce the minimum intake air flow rate and consumption power of an intake air quantity control device for an internal combustion engine using two or more electronic control throttles, and specifically, to improve fuel economy by reducing fluctuation in the air flow rate of a throttle valve control device and reducing fluctuation in engine speed, and to reduce consumption power of a control device by reducing the minimum air flow rate during control and lowering the engine speed during idling. SOLUTION: In the intake air quantity control device, by maintaining either one of the two throttles 3, 4 in a fully closed state, and controlling the air flow rate of the other electronic control throttle, the controlling air flow rate and fluctuation in the flow rate can be reduced, and consumption power can be reduced.
