PROBLEM TO BE SOLVED: To provide a surface treated steel sheet which can stably produce superior wet resin adhesive strength and corrosion resistance without using Cr and can be used as a substitute material of a tin-free steel sheet, and to provide a method of manufacturing the surface treated steel sheet. SOLUTION: The surface treated steel sheet has a corrosion-resistant film made of at least one layer selected from among a Ni layer, Sn layer, Fe-Ni alloy layer, Fe-Sn alloy layer and Fe-Ni-Sn alloy layer on at least one surface of the steel sheet, and further has an adhesive film which contains Ti and further contains at least one kind of element selected from among Co, Fe, Ni, V, Cu, Mn and Zn, on the corrosion-resistant film.
