PROBLEM TO BE SOLVED: To provide a degree of consciousness deterioration determination apparatus by which a degree of consciousness deterioration of a driver is precisely determined to avoid excessive alarm when a plurality of alarming systems are set, for example, and an alarm device. SOLUTION: A warning control ECU 1 is provided with a consciousness deterioration determination part 20. The consciousness deterioration part 20 recognizes the state of the driver, ambient surrounding, and the state of the vehicle, and calculates the degree of encounter, the degree of impatience, the degree of significance, and the degree of urgency to be used for consciousness deterioration determination from each of the information, and determines the mode of warning on the basis of the degree of encounter, the degree of impatience, the degree of significance, and the degree of urgency.
