PROBLEM TO BE SOLVED: To provide a toner manufacturing apparatus and a toner manufacturing method, restraining variation in toner particle diameter and increasing the amount of toner manufactured per unit hour, and further toner manufactured by the toner manufacturing apparatus and the toner manufacturing method. SOLUTION: A diaphragm 16 having a plurality of discharge holes 15 is adhesively bonded to a step part 14a provided with a step 14a disposed at the bottom of a liquid storing part 14 with a layer 14b of an elastic member interposed between them. Thus, when the diaphragm 16 is vibrated by a vibration generating part 20, the elastic member is deformed so that the end of the diaphragm 16 can be vibrated in the same degree as the central part of the diaphragm 16.
