<P>PROBLEM TO BE SOLVED: To provide a digital lock detecting device and a frequency synthesizer including the same. <P>SOLUTION: The digital lock detecting device and the frequency synthesizer using the device are provided. The digital lock detecting device includes: a comparison unit; a delay cell block; and a detecting unit. The comparison unit receives input of a plurality of control beats and generates and outputs a beat signal for notifying whether the plurality of control beats can be locked or not. The delay cell block generates a plurality of delay signals from the beat signals, then combines the plurality of delay signals with the beat signals, and outputs one clock signal.
