PROBLEM TO BE SOLVED: To provide a packing torsion detecting device in a heat exchanger. SOLUTION: This packing torsion detecting device includes a two-dimensional shape measuring sensor (40); a driving mechanism (50) for relatively moving either of the two-dimensional shape measuring sensor (40) and a core plate (15) in the longitudinal direction of the core plate (15); and an operation part for operating a tilt angle of a seal surface of a packing (17). The two-dimensional shape measuring sensor (40) measures the cross sections of the core plate (15) and the packing (17), in each prescribed pitch of caulking claw (3) in the longitudinal direction of the core plate (15), and the operating part calculates the tilt angle (θ) of the sealing surface of the packing (17), determined by subtracting the tilt angle of the core plate (15) in each prescribed pitch, based on measurement information of the cross section, to thereby determine the quality by comparing the result with a prescribed threshold.
