PROBLEM TO BE SOLVED: To provide a transmitter capable of reducing resources for encryption of the transmitter, when dubbing the same content from the transmitter to a receiver for a plurality of times, and to provide the receiver and a method of transmitting and receiving content. SOLUTION: The transmitter for transmitting the content of which the number of duplicative times has been preset as the number of duplicative times, to the receiver includes: a key exchange means for performing key exchange for sharing a common key with the receiver; an encryption processing means for transmitting the content encrypted by the common key to the receiver, according to a content request received from the receiver; and a copying managing means for receiving a movement request for the right, relating to utilization of the content from the receiver and setting a value, obtained by subtracting a value corresponding to the number of duplicative times of the content contained in the movement request of the right to be the number of duplicative times.
