PROBLEM TO BE SOLVED: To prevent corrosion in a cathode-side separator as much as possible in a simple configuration. SOLUTION: A unit cell 12 constituting a water electrolyzing apparatus 10 includes an electrolyte membrane and an electrode structure 32 interposed by an anode-side separator 34 and a cathode-side separator 36. A first flow passage 54 where water flows is formed in the anode-side separator 34, whereas a second flow passage 58 where hydrogen at a higher pressure than the water flows is formed in the cathode-side separator 36. A corrosion resistant layer 70 is disposed between the cathode-side separator 36 and a circumferential edge of the solid polymer electrolyte membrane 38, only in a contact face between the cathode-side separator 36 and the circumferential edge of the solid polymer electrolyte membrane 38.
