PROBLEM TO BE SOLVED: To provide a voice recording and reproducing device capable of improving convenience. SOLUTION: The voice recording and reproducing device 1 which performs recording by recording the voice data collected by a microphone 6 to a recording medium 5, and which performs reproduction by taking the voice data out from the recording medium 5, includes discrimination means 21, 22, 23 and 24 for discriminating human voice from data other than the human voice. The starting position of the human voice which is discriminated by the discrimination means 21, 22, 23 and 24 during recording, is recorded, and skipping to next starting position is performed by predetermined operation during reproduction.
