PROBLEM TO BE SOLVED: To photograph occupants in a cabin without omission by a camera at a certain level of exposure and clearness. SOLUTION: A case 13 attached to the ceiling of a vehicle accommodates an infrared camera 15 and a plurality of infrared light-emitting diodes (infrared LEDs) 17. The infrared camera 15 has an angle of view B which encloses a photographing range A including the occupants 7a, 9a on a front seat 7 and a rear seat 9 of a vehicle 1. The optical axis C1 of each infrared LED 17 is inclined upward in the vertical direction with respect to the central axis B1 of the angle of view of the infrared camera 15. The optical axis C1 of the infrared LEDs 17 passes an upper part of the head of the occupant 7a on the front seat 7 and a lower part of the head of the occupant 9a on the rear seat 9. The central axis B1 of the angle of view of the infrared camera 15 passes the head of the occupant 7a on the front seat 7 and the waist of the occupant 9a on the rear seat 9, so that illumination light by the infrared LEDs 17 is irradiated to the occupant 9a on the rear seat 9 in higher luminous energy than that obtained when the optical axis C1 is adjusted to the central axis B1 of the angle of view.
