PURPOSE: A method and a device for controlling handover are provided to dynamically set handover trigger information based on a load of boundary areas of adjacent cells, thereby distributing a load between the adjacent cells. CONSTITUTION: A measuring unit measures a load of a cell boundary area(S101). A transmitting unit generates cell state information including the load of the cell boundary area(S103). The transmitting unit transmits the cell state information to an adjacent base station. A receiving unit receives cell station information of adjacent cells from the adjacent base station(S105). A comparing unit compares the measured boundary area load with the load of the boundary areas of the adjacent cells(S107). A setting unit sets handover trigger information according to the load of the cell boundary area(S109).
