PURPOSE: A device for making a dotted cutting line of a wrapping bag is provided to improve safety and convenience by enabling a user to easily open a wrapping paper. CONSTITUTION: A device for making a dotted cutting line of a wrapping bag comprises a film supply unit(10), an air punching unit(20), a reinforcing film bonding unit(30), a wrapping bag bonding unit(40), a cutting line making unit(50), a handle forming unit(60), a mark sensing unit(70), an interval controller(80), a tension controller(90), and a winding unit(100). The film supply unit supplies a tube-shaped film to a convey line. The air punching unit eliminates air in the film. The wrapping bag bonding unit reinforces strength of a handle. The cutting line making unit forms a dotted cutting line on the film. The handle forming unit forms a handle hole on the film.
