PURPOSE: An apparatus and a method for transmitting data using a convolutional turbo code(CTC) encoder in a mobile communication system are provided to efficiently transmit data. CONSTITUTION: An apparatus for transmitting data includes a constituent encoder(210), a CTC interleaver(220), and a transmitting module. The A bit and the B bit of data to be encoded are alternately inputted to the constituent encoder. An uppermost bit of a data bit string is inputted as A. The next bit to the uppermost bit is inputted as B. The CTC interleaver interleaves data bit inputted from input terminals.
