PURPOSE: A device for manufacturing a rotor device for a heat exchanger is provided to prevent the corrosion due to the moisture since silica powder is coated on both sides of a rotor device. CONSTITUTION: A device for manufacturing a rotor device for a heat exchanger comprises a first bonding unit(30), a second bonding unit(60), a first coating unit(40), a second coating unit(70), and a drying unit(80). The first bonding unit and the second bonding unit apply an adhering layer to the surface of a disc, which is transferred to one side. The first coating unit and the second coating unit form coating layer on the surface of the adhering layer. The drying unit dries the coating layer. The first and second coating units form a coating layer on the surface the adhering layer using silica gel, which is stored in a container, and the static electricity, which is generated by a static electricity generator.
