PURPOSE: An environment-friendly asphalt pavement material and a manufacturing method thereof are provided to absorb and neutralize harmful materials and to emit far-infrared radiation or negative ions. CONSTITUTION: A manufacturing method of an environment-friendly asphalt pavement material is as follows. A functional additive with an antibiotic function is formed by mixing regenerated rubber chips, resin, and natural mineral composite resin(S1). A lower water-permeable layer is manufactured by mixing 5~50mm aggregate with the functional additive(S2).
