PURPOSE: A turbine for a hydraulic power plant is provided to enable kinetic energy by a moving-fluid speed to be rapidly converted into rotary energy without the loss of the seawater, which flows into a bucket. CONSTITUTION: A turbine for a hydraulic power plant comprises a pair of first chain wheels(20), a pair of second chain wheels(30), a pair of chains(40), a belt(50) and buckets(60). The first chain wheels are installed to be spaced from a first rotary shaft, which comprises a gear. The second chain wheels are installed to be spaced from a second rotary shaft. The chains are formed on the first and second chain wheels in a closed-loop shape. The belt is adhered to the outer surface of the chain. The buckets are formed on the outer surface of the belt along the perimeter of the belt.
