PURPOSE: An apparatus and a method for managing carrier in a base station, a terminal, and a method for managing the carrier in the terminal are provided to improve the transmission efficiency of a system by managing multiple carriers. CONSTITUTION: A terminal(100) and a base station(200) transmit and receive a controlling signal(S411). A terminal requests the change of carrier in order to change serving primary carrier to target primary carrier(S412). The base station transfers a carrier changing instruction to the terminal(S413). The terminal transmits a receiving acknowledgement with respect to the carrier changing instruction to the base station(S414). The terminal transmits carrier changed indication to the base station(S415).
