PROBLEM TO BE SOLVED: To enable a communication terminal to immediately perform communication, and to enable a user to enjoy a communication service without considering any function mounted on the communication terminal. SOLUTION: A communication terminal A makes a start request to a moderator 1 (S1). The moderator 1 requests communication terminals information to a communication terminal B (S7). The communication terminal B determines a self-communication environment or communication terminal using situations, and when service start is attainable, the communication terminal B transmits permission notification as well as the self-communication terminal information (S11). The moderator 1 determines which of the communication terminals should be provided with an additional function under consideration of the presence/absence of any function necessary for executing a requested communication service or a communication environment or a communication terminal spec or the like, and distributes a necessary software module or the like to the communication terminal A (S15). Each communication terminal performs the installation or setting of the software module, and the communication terminal A starts its communication with the communication terminal B (S21).
