PROBLEM TO BE SOLVED: To finely cope with the difference of conditions, which significantly affects control of the rolling of a material to be rolled and to avoid that learning frequency is lowered. SOLUTION: When performing the setting calculation of rolling control by using a learning value table by a kind of steel, in which the learning values of plate thickness, temperature and flow stress for every kind of steel are associated with each other and a learning value table by standard, in which the learning values of plate thickness, temperature, flow stress and the last rolling date and hour for every standard are associated with each other, in the case that the date and hour of the last rolling of the learning value table 101b by standard is relatively new, the learning value of the flow stress of the learning value table by standard which is divided by fine division as compared with the learning value table by the kind of steel is used for setting calculation and, while, in the case that the date and hour of the last rolling is relatively old, the learning value of the flow stress of the learning value of the learning value table by the kind of steel is used for the setting calculation since the learning frequency is low.
