PROBLEM TO BE SOLVED: To provide a flood prevention bag with a large specific gravity which can be inflated in a few minutes how it is handled by anybody, and particularly which is effective for a measure against flood since it can resist a water force expected when a waterproof dike is constructed. SOLUTION: In this flood prevention bag, a weighting body formed of a large specific gravity substance with a specific gravity larger than that of water and a high water-absorbing polymer are disposed independently in the flood prevention bag body having a bag-like structure. The flood prevention bag body is inflated to a flat rectangular parallelepiped shape by absorbing water by the high water-absorbing polymer. The flood prevention bag includes a water soluble paper bag 11 which is formed of water soluble paper and which comprises one chamber having a bag-like structure. The water soluble paper bag is filled with the high water-absorbing polymer 14, and disposed in the longitudinal direction of the flood prevention bag body. The lower surface of the bag which constitutes the water soluble paper bag is fixed to the upper surface of the weighting body 15 in use.
