PROBLEM TO BE SOLVED: To obtain a low-cost remote monitor and control apparatus which is further small-sized. SOLUTION: The present invention relates to an apparatus which includes: a network-connecting interface 2 for connecting with an IP network; a facility appliance connecting interface 3 for connecting with the appliance to be monitored and controlled; a transmission/reception buffer 7 for data; and a transmission/reception control means 4 for controlling data transmission/reception and which remotely monitors and controls the appliance, by transmitting/receiving a monitor/control packet over the IP network. When the network connecting interface 2 receives a remote control packet, the transmission/reception control means 4 performs control, to store the packet in the transmission/reception buffer for each packet reception unit and to sequentially output stored packets to the facility appliance connecting interface 3.
