PROBLEM TO BE SOLVED: To provide a rubber cement composition capable of effectively reducing the amount of an organic solvent while preferably maintaining physical properties such as a bonding property and a coating property, and a pneumatic tire using the same. SOLUTION: The rubber cement composition includes a carbon black and an organic solvent added to a rubber component containing a natural rubber obtained by applying a protein-removing process to a natural rubber latex.
