PROBLEM TO BE SOLVED: To provide a taxi user extraction device and a taxi user extraction method which are capable of extracting users who use taxis, by using mobile terminals carried by users. SOLUTION: A taxi user extraction device 10 uses point data which is stored in a user position information storage unit 11 and includes positions, times, and identifiers of mobile terminals 1 transmitted from a plurality of mobile terminals 1. A vehicle movement extraction unit 12 generates line data for each user and extracts first line data indicating movement by vehicle, from the line data. A non-commutation movement extraction unit 13 extracts second line data while excluding data of the same routes as commutation routes from the first line data. A non-overlapping track extraction unit 14 extracts third data line data while excluding data of the same time and the same route.
