<P>PROBLEM TO BE SOLVED: To dissolve wastefulness of a card by allowing effective use of the card even in a state before including a credit function. <P>SOLUTION: A credit card management device 10 decides whether or not the credit function can be added to a recharging type prepaid card when receiving addition desire information for imparting the credit function to the recharging type prepaid card. The card can be used as a prepaid card before the credit function is imparted, and the card can be continuously used as the prepaid card even if not imparting the credit function, so that the card is not wasted.
