PROBLEM TO BE SOLVED: To achieve multi-level intensity transmission that reduces DC components of a signal by preventing occurrence of a code string storing the same signal level in a row. SOLUTION: A four-level transmission method is achieved, wherein data composed of binary bit strings is allocated to a multi-level signal level to generate and transmit a multi-level signal. When a multi-level signal level is 0, a code whose signal level is 3 is added to the preceding stage. When a multi-level signal level is 1, a code whose signal level is 2 is added to the preceding stage. When a multi-level signal level is 2, a code whose signal level is 1 is added to the preceding stage. When a multi-level signal level is 3, a code whose signal level is 0 is added to the preceding stag. The added bit string signal is converted into a four-level signal to generate a four-level signal.
