PROBLEM TO BE SOLVED: To provide an ozone producing electrode and an apparatus which further stably and efficiently produces ozone by solving problems of a conventional ozone producer. SOLUTION: The ozone producing electrode includes: an inner electrode 3 having a cylindrical cylinder wall part and a pair of end wall parts closing the respective ends of the cylinder and provided with an inlet and an outlet for a coolant; an outer electrode disposed outside the inner electrode as opposing through a space to the inner electrode; and a dielectric material disposed on at least one of opposing faces of the inner electrode and the outer electrode. The inner electrode can be cooled from the inside by a coolant that circulates through the inlet and the outlet. The outlet is disposed to include the highest portion within the inner electrode.
