A method and a device for sending a message are provided. The method for sending a message comprises: segmenting the message of Multimedia Broadcast/Multicast Service (MBMS) point-to-multipoint Control Channel (MCCH) in the current repetition period to obtain several message segments; numbering the message segments to obtain the numbers corresponding to the message segments according to the positions of the message segments in the message; the numbers corresponding to the same message segments of the message being the same during the modification period in which the current repetition period lies; sending the message segments and the corresponding numbers. A method and a device for receiving a message are also provided.
