The method includes: a header compressed packet sent by the transmission terminal is received; according to the mapping information of the receiving terminal and the transmission terminal, the header compressed packet is routed locally to the receiving terminal. By using the scheme, the operation of the network side is reduced and the transmission time delay of the packet is reduced.
