PROBLEM TO BE SOLVED: To provide a VPN device that can easily and flexibly structure a VPN without setting various parameters needed for operation of the VPN in advance. SOLUTION: The VPN device 101 on the side of a LAN 100 as a connection source acquires external address port information including its global IP address and a port number from a STUN server 201 on a WAN 200, and transmits the external address port information of the connection source to a VPN device 301 on the side of a LAN 300 as a connection destination via a call control server 202 on the WAN 200. Further, external address port information of the connection destination is received from the VPN device 301 on the side of the LAN 300 via the call control server 202. The VPN device 101 structures a P2P VPN communication line with the VPN device 301 using the external address port information of the connection destination, and transmits encrypted packets.
