<p><P>PROBLEM TO BE SOLVED: To implement macro block level field/frame encoding using a CABAC system even if image information to be input has an interlaced scanning format. <P>SOLUTION: In an arithmetic encoding section 58, among syntax elements of image compression information to be input, frame/field flag is first encoded by a frame/field flag context model 91. When a macro block to be processed is subjected to frame-based encoding, a frame-based context model 92 determined according to H.26L standards at present is applied. When the macro block to be processed is subjected to field-encoding, on the other hand, regarding subsequent syntax elements, a field-based context model 94 is applied.
