<p><P>PROBLEM TO BE SOLVED: To provide a water repellent and oil repellent member which has less environmental load upon the working or discarding and can be manufactured inexpensively, to provide a method of manufacturing the same, and to provide an article using them. <P>SOLUTION: The water repellent and oil repellent member 1 is constituted so that a substance 2 having a fluorine-containing functional group in which a part or all parts of hydrogen atoms in a hydrocarbon group are substituted with either one side or both sides of fluorine atom and carbon fluoride group exists so as to cover at least a part of the surface of a substrate 3. The method of manufacturing the water repellent and oil repellent member 1 includes a process (A) where the surface of the substrate 3 in which a substance having a hydrocarbon group exists so as to cover at least a part of the surface is subjected to a low-pressure plasma-treatment in a gas environment containing carbon fluoride group.
