PROBLEM TO BE SOLVED: To provide a cationic electrocoating composition having excellent full-potential rust-prevention property and rust-prevention property on a non-treated steel plate without containing a harmful substance such as a lead compound or a chromium compound, also having good coating operability, and providing good coated appearance. SOLUTION: The cationic electrocoating composition includes an emulsion obtained by dispersing a mixture of (A) an amine-modified epoxy resin (a base agent), (B) a blocked polyisocyanate (a curing agent), and (C) a metal acetate, in water.
