Disclosed is a mobile communication system wherein a wireless base station (eNB) is provided with a determination unit (12A) that determines, on the basis of at least one of the following, whether or not carrier aggregation should be performed: the location of a mobile station (UE); the wireless quality at the mobile station (UE); the degrees of congestion in a first communication area and a second communication area; the type of data signal transmitted by the mobile station (UE); the amount of data in a transmission buffer at either the wireless base station or the mobile station (UE); the capabilities of the mobile station (UE); and the speed at which the mobile station (UE) is moving. The wireless base station is further provided with a control signal transmission unit (14) that, if the determination unit has determined that carrier aggregation should be performed, transmits a control signal that specifies a carrier in a first frequency band and a carrier in a second frequency band.
