<P>PROBLEM TO BE SOLVED: To prevent an interference between a dilution device and its peripheral tubes and wires to thereby prevent breaks in the tubes, wires, and dilution device. <P>SOLUTION: The dilution device 22 dilutes a hydrogen off-gas discharged from a fuel cell 10, wherein the external surface of a case 70 is formed with a fixing member 90 for fixing the tubes or wires. The fixing member 90 is formed on the external surface on the side of an oxide off-gas flow path 81 of the case 70.
